I accidentally used a slightly out of date version of our rules that didn't mention our sixth tag: I want recursive fanwork about non-canon ships in this fanwork (shipfic) This is the tag to use if you want to request Percy/Oliver for "Harry Without Glasses" if one or both of the characters aren't mentioned.
....and because of your question about what to do if you wanted to just request gen about a character from the parent fandom who isn't mentioned in the requested fanwork, we've added a seventh tag: I want recursive fanwork about one or more non-canon characters in this fanwork (gen)
